Melbourne parking fine backflip: Yarra City Council apologises after issuing driver parking ticket by mistake

A Melbourne council has been forced to apologise over a parking fine blunder that saw a man pay for a ticket he never received.

The backflip came after the bewildered driver did his own sleuthing, checking CCTV footage to learn what happened.
